It will depend on used chip there. Some ELM are based on 8bit 5Volt chips and some, ELS27 for example, is PIC24.... which is 3V3 chip.
I use dsPIC (like PIC24) on 3V3 with TJA1057. TJA needs 5Volt power, but is 3V3 compatible on CPU side/inputs (TX+RX pins).

Cheapest option for CAN monitoring is ELM327.

It's not a big problem to implement ISO protokol, But It's Not so Simple like added Two wires in the OBD connector. If you really want implement it, You Can try Google with "Stern iso protocol". There are sources somewhere.

I use hc05 in my el.project arround cars also and did not have any trouble with EMI. I can provide a short init. code for first setting. Many pieces used and no problem.

Exactly. It will not be as simple. You will need to compensate fuel amount in conjuct.with actual pressure. Rate of press. drop in line depends on actual fuel consumption, .... It will not be simple.

Usb is sensitive to noise unfort. You can try ferite bead on usb cable. To me helps in 60% cases.

Don't know about any tuning with ELM. I think only serial port or usb to serial port is supported in MS, no ? (http://www.tunerstudio.com/index.php/cablesandbluetooth) You can use ELM like a "retransceiver", but it is not so simple as with other "transparent" devices. ELM can not...

USB2CAN int. like Lawicel or so uses different command set than ELM.
ELM commands are not protected at all, what I know. No problem to use it.
But for clear CAN analyzing and communication "Lawicel" protocol is better (more straightforward) than ELM.

About ISO15765, that seems like a good option, as it will probably be desired else where, for interfacing with off the shelf diagnostic equipment. puff: AVR has almost no support of CAN bus. Lets take any cheap 8bit PIC18F with CAN and you will have much simpler work and one chip less again.
